FSSAI Registration: Complete Guide for Food Businesses in India (2025–26)

What Changed in FSSAI Regulations in 2025

FSSAI has updated its turnover thresholds in 2025: Basic Registration now covers businesses up to ₹1.5 crore turnover; State License covers ₹1.5 crore to ₹50 crore; Central License is required above ₹50 crore. Additionally, e-commerce platforms selling food across states now mandatorily require Central License, regardless of turnover.

Do You Need Basic Registration, State License, or Central License?

The three-tier system separates businesses based on scale and operation type:

  • Basic Registration: Small food businesses, home kitchens, street food vendors, petty retailers — turnover under ₹1.5 crore.
  • State License: Mid-sized manufacturers, restaurants, cafes, processors in one state — ₹1.5 crore to ₹50 crore.
  • Central License: Large manufacturers, importers, exporters, multi-state operations, e-commerce food sellers — above ₹50 crore.

How to Apply for FSSAI Registration on FoSCoS

The FoSCoS (Food Safety Compliance System) portal is FSSAI’s online filing platform. Here’s the step-by-step procedure:

  1. Go to foscos.fssai.gov.in and click Apply for New License/Registration.
  2. Select your state and business type (Kind of Business — KoB).
  3. The portal auto-suggests your eligibility tier based on your inputs.
  4. Upload required documents (premises proof, identity, product categories, food safety plan).
  5. Pay the government application fee online.
  6. State Food Safety Officer reviews your dossier and may schedule an inspection.
  7. License/Registration certificate is issued featuring your unique 14-digit FSSAI number.

FSSAI Registration for Cloud Kitchens and Online Food Businesses

Cloud kitchens need FSSAI registration for their production kitchen (as a manufacturing/processing unit) and may additionally need registration under the food delivery aggregator guidelines if they are operating their own brand rather than listing on Swiggy or Zomato.

Nutraceuticals, Supplements, and FSMP — Special FSSAI Category

Nutraceutical manufacturers (Category 13.6) are subject to stricter compliance than regular food businesses. Novel ingredients require separate approval; health claims on labels are strictly regulated. FSSAI’s 2025 guidelines have also clarified FSMP (Food for Special Medical Purposes) requirements — and DK Reg specializes in this exact category.
